According to the National Pharmaceutical Regulatory Agency (NPRA), a cosmetic product is “any substance or preparation intended to be placed in contact with various external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with teeth and the mucous membranes of the oral cavity, with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odors and/or protecting them or keeping them in good condition”.


[expand title=”2. What is Cosmetic Notification?”]

Cosmetic Notification is a process whereby the company or person responsible for placing a cosmetic product in the local market notifies NPRA in order for the agency to gather adequate information about the product. This is to ensure the cosmetic product complies with regulations and guidelines and is safe to be used by the public.

It is an offense for anyone to manufacture or import a cosmetic product without prior notification to the NPRA.


[expand title=”3. Who should notify the authority?”]

The company or person responsible for placing a cosmetic product in the market is responsible for notifying NPRA. If the company or person does not own the product, a letter of authorization from the product owner is required for the notification. The company must be registered with Syarikat Suruhanjaya Malaysia (SSM) or Malaysian Registrar of Business (ROB).


[expand title=”4. Is there any document given as proof that my product has been notified with NPRA?”]

The Notification Number will be generated within 1 to 3 days after payment confirmation by NPRA. Besides this, the Notification Note will also be enabled for printing by applicants. This Notification Note will serve as the authorization to market, import, manufacture, and wholesale cosmetic products.

The notification shall be valid for 2 years and renewal should be done no later than 1 month prior to expiry.

[expand title=”7. How can an overseas company notify and distribute cosmetic products in Malaysia?”]

A foreign company wishing to bring cosmetic products into Malaysia would first have to appoint a local agent (a company registered in Malaysia) to be the holder. The appointed agent would then be responsible for all matters pertaining to the notification of the products.
