According to the National Pharmaceutical Regulatory Agency (NPRA), a cosmetic product is “any substance or preparation intended to be placed in contact with various external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with teeth and the mucous membranes of the oral cavity, with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odors and/or protecting them or keeping them in good condition”.

Cosmetic Notification is a process whereby the company or person responsible for placing a cosmetic product in the local market notifies NPRA in order for the agency to gather adequate information about the product. This is to ensure the cosmetic product complies with regulations and guidelines and is safe to be used by the public.
It is an offense for anyone to manufacture or import a cosmetic product without prior notification to the NPRA.

The company or person responsible for placing a cosmetic product in the market is responsible for notifying NPRA. If the company or person does not own the product, a letter of authorization from the product owner is required for the notification. The company must be registered with Syarikat Suruhanjaya Malaysia (SSM) or Malaysian Registrar of Business (ROB).

The Notification Number will be generated within 1 to 3 days after payment confirmation by NPRA. Besides this, the Notification Note will also be enabled for printing by applicants. This Notification Note will serve as the authorization to market, import, manufacture, and wholesale cosmetic products.

The notification shall be valid for 2 years and renewal should be done no later than 1 month prior to expiry.
